Responding to a Right-to-Know request, PennDOT released the full results of their I-95 planning study survey for Center City and South Philly.
Looking at the written comments in the released results, we found a majority of respondents oppose the plan in all of the survey areas.
In the original survey there was not a selection for opposition, so we had to read the comments to sift out this data. Those labeled "None" left comments that were unclear in support or opposition of the plan and didn't make a selection in the survey.

Penn’s Landing:
Comments clearly indicate that public transit options and cyclist/pedestrian safety should be prioritized over the widening of the interstate or the repositioning of access ramps; however, there are differing opinions regarding the removal of the ramp to I-95 S via Market St, a feature of the high concept proposal. Several responses criticize missing details regarding potential lane configuration changes to Columbus Blvd and proposed changes to the right of way on both Front St and Columbus Blvd.
44% of responses were located in a zip code corresponding with the project location. (19106, 19147, 19148).
Walt Whitman:
Responses overwhelmingly condemn any plan which would negatively affect the DRPA community athletic fields (aka SEYAA) eliminating both the low and medium concept proposals. Some comments show enthusiasm for the high concept plan's intention to move new interstate ramps east of I-95 (i.e. further away from existing commercial areas) but most comments emphasize the need for greater consideration of cyclists, pedestrians, and public transit.
50% of responses were located in a zip code corresponding with the project location. (19148).
Broad Street:
The majority of comments indicate a desire to improve access to the Navy Yard via an extension of the Broad Street transit line. Many comments cite concern over the potential cost and aesthetic of a proposed 7th street bridge stretching from Pattinson Ave over an active rail yard and into the eastern section of the Navy Yard. The bridge’s potentially steep grade is also mentioned as a potential hindrance for pedestrians and cyclists.
27% of responses were located in a zip code corresponding with the project location. (19145, 19148, 19112).
