Response to the Philadelphia Tax Reform Commission Report

The Parker Administration's Tax Reform Commission has recommend sweeping changes to the city's wage tax and Business Income & Receipts (BIRT) tax. While these changes are necessary to retain existing and growing businesses here and attract new businesses, they alone are insufficient in ensuring Philadelphia has enough revenue to deliver city services and drive equitable improvements to all residents. 5th Square recommends adopting a portfolio of user fees and land value tax to supplement business tax reductions while also improving quality-of-life for both residents and businesses alike.
